Two things. Firstly, how can they share the happiness the cake represents, if it represents taking part in the event that year... and they didn't? I know it's not a great achievement to get a cake, but you had to be there to get it. That's the whole point!
i actually would love to have the 2018 cake because i started playing the game in 2018 and couldn't play anymore due to not having enough money for ps plus and rejoined in 2020.
i wouldn't be interested in any cakes from before 2018 though but there's probably others who also haven't been able to get jubilee cakes from years they did play the game in

That type of thing. I don't think every single last thing that ever came out as exclusive must always remain exclusive, no matter the case. But, that's just me. Others might feel different and that's okay.
In this case the answer to those questions are, in my opinion....
They were not marketed that way on the news page.
Anniversary are inherently meant to celebrate a year of activity, making them exclusive to two weeks does not make sense.
Extremely low effort. No skill, money, or real time requires.
There is no market value.
As mentioned earlier it's meant to represent a player playing that year, but it doesn't due to the way the exclusivity is setup.The replicas didn't even always exist so people who chose to skip the cake but did participate in an earlier event, don't get the cake either. Despite the fact they participated and couldn't have known the cakes would become a thing.
So, for me, the exclusivity doesn't make a lot of sense on these replicas. The mementos make a bit more sense, since they grant the exp buff for doing the quest.

Most things should not be gated but it is great when some things are like a special mount or these cakes.

I think it'd be nice if it were based on account age rather than the quest. I'm sure the npc remembers his past recipes.

No the game should have collectors things who are not available for people who were not here. And myself i don't have all the cakes and i'm fine with it, it mean I wasn't playing ESO during this time.
So no, the game already have almost ZERO collector, if they remove it i would only be disappointed.
Yes the cake of this year is ugly but next year can only be better.

How about making previous year's cakes available without the stand? That way the event cakes stay exclusive and these replicas would be much more versatile as a furnishing and more suited to a small/medium house.

A more whacky idea just occured to me:
Have Chef Donolon available as a houseguest and if you talk to him, he'll conjure up a random anniversary cake that persists for a few minutes.
I think he'd be a great addition for the 10th Anniversary Event next year.
