I check my character Stamina prior to obtaining this skill, the values of max Stamina did not change after putting points into this racial...

Tendeep✭✭✭I was testing this in PvE - it said something like a 4% bump to max Stamina - My Max Stamina pool did not change after obtaining this skill:
Example...
381 Base Stamina, with skill change of
4% = 396.24 Stamina at least
