Imperial Racial "Conditioning" Not working

Does anyone else have this issue?
I check my character Stamina prior to obtaining this skill, the values of max Stamina did not change after putting points into this racial...

If you were testing this in PvP, below level 50 your stats are all the same no matter what you do.

I was testing this in PvE - it said something like a 4% bump to max Stamina - My Max Stamina pool did not change after obtaining this skill:
Example...
381 Base Stamina, with skill change of
4% = 396.24 Stamina at least
My pool did not change, it was still 381 after getting this skill.

A few days ago I know it was working when I purchased them, I watched my stam go up a little, don't know exact numbers though.

Yeah, Stamina did increase after I put skill point into that conditioning. I guess that "bug" is solved considering last post date was April 4th.
