I have noticed that while "consumables" (potions/poisons, provisioning items, dye packs, etc) obtained from crown crates can generally be sold back for crown gems, other items/"durables" (furnishing items, crafting motifs) cannot in all cases be sold back. This appears to be a change.
Not certain I like this change. Given the random/"gambling" nature of these "rewards", it is possible to obtain a large number of subjectively useless things, with no recourse but to "destroy" them if they are not wanted. The ability to sell them back for crown gems, at whatever rate of exchange (33% of their crown gem purchase value), at least enabled the player to use the resulting "currency" on items they actually wanted. I feel this detracts from the already dubious viability of an already dodgy "gambling" system. (Or is this in fact a defect?)
As well, it appears that the crown crate system can enter a "halting" state... as I open crates, I can reach a state after requesting to open another crate in which the crate NPC simply sits, and basically does nothing forever (see attached screenshot). I am not presented with another crate (even though I have more to open). I have to exit the crown crate interface and re-enter. This occurs with all addons disabled. Working around this is easy enough, but it does appear to be a defect (likely yet another that will never be fixed... ZOS seems to equate having a "workaround" to broken behavior with "problem is fixed" or "there was no problem to begin with").
