Necrom: big price difference between ESO store and Steam?

On Steam Necrom Upgrade is listed as $24.99, but on the ESO store itself the same upgrade costs €39.99.
Why is there such a big difference?

if i remember correctly US prices are without tax and it is been added at the payment (i'm just presuming site itself is detecting from where is open and shows price as it is for that country)0 -

All I have to do in the UK is google "pound to dollar", "euro to dollar" etc.1 -

and judging from the graph above I would suggest OP was looking at the Commonwealth of Independent States or South Asia pricing.
