It could be a RNG bag that has either a gold jewelry from the instance that's the target that week, a few chromium grains, a few chromium platings, or a very low and rare chance at a special costume that's decked out in jewels themed after the instance that is the leaderboard target of the week.
The first time you get the satchel you also get a new title "X arena's finest."
For example, the Maelstrom Arena could be a Daedric themed costume with a sparkly silver ghost for a pendant.

Worth it when I get two pieces of gold jewelry (happened last time vSS was the weekly.) Worst case scenario, you get a decent shot at 2 gold temper mats (wax, rosin, etc)
Also worth it for trials like vSS, vRG, vDSR, vCR, vMoL where some sets from those trials are still very heavily collected.
Yes, fewer people do weekly trials than they used to. But fewer people in general do trials than they used to. If you were in Craglorn back when Elsweyr or Summerset were current, you know what I mean.
I would like to see ZOS take a page from WoW by adding random mount / pet drops to trials. This would provide another reason for players to run old content, even when they already have it in the stickerbook. The main reason people still farm vAS+2 is the chance to get the polymorph. Adding skins, mounts, polymorphs, pets, etc. to all of the older trials would be fun and help get more people interested. Also, the concept of a "bonus loot coffer" could be used -- finishing the weekly trial could reward double coffers once per character, with things like motif pages, mats, furnishing patterns, etc. randomly included in addition to gear.
The weekly in general suffers from ESO's lack of trial content. You can only run vAA or vHRC so many times before you're just burned out on them. As the endgame community in ESO has fallen off over the last year or two, so too have the number of people willing to run these old trials, especially as it becomes more difficult to fill runs. We had to cancel our long-time weekly score push group in one of my guilds because we couldn't field a consistent 12 anymore. But it's hard for ESO to compete with games that drop 3-4 new trials or raids every expansion.
The transmute crystals reward from weekly is ok but I like Cyro's better, Tier 1 is 30 minutes or less and rewards 50 crystals.
