Snake in the Stars and Pale Order

With Snake in the Stars potentially ticking every .1s, a zerg healer putting hots on you while debuffed with the set could immediately kill some players. Pale Order prevents you from getting healed by these zerg healers and many people (including myself) use it for openworld pvp. If you use Pale Order you will be getting so many small heals so often that you will almost always be healing every .1s. However, the average heal is close to 300, far less than a snake in the stars tick. You will be subject to 11.7k unmitigatable dps for 4 seconds with healing ticks that don’t even come close to balancing that damage. This is why I think Snake in the Stars should have a minimum heal value that it ticks off of, maybe in the ballpark of 700. This would make most pale order ticks be ignored, but heal stacks from a ball group would still be taking heavy damage from this set.

Wait a minute... My heals don't normally apply to my enemies. Are you saying they do once star venom is applied?

I get you OP but this is the purpose of this set, to counter gazillion of small heals stacking on player.
    Say no to Toxic Casuals!
I am doing my best, but I am not a native speaker, sorry.

"Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game." - @AlexanderDeLarge

Pale Order is a pretty bad choice for PvP no matter what really. You've got to average 15K DPS just to get back 2.4K in healing per second. If you're doing even twice that much because you're fighting a group you'll likely get focused and killed and between battlespirit, high mitigation, LOS and crit resist doing consistent high damage to a player 1v1 is really hard to do.
Running Ring of the Wild Hunt for the speed is a better defensive option in Cyrodiil.
