Mora's Whispers never reaches full inspiration/experience gain

PS5/NA. I have all the books from Shalidor's library, and Mora's Whispers has hit 1528 crit chance as expected - but Inspiration & Alliance Rank are still showing 9% and monster kill XP is at 14%.

Is there another condition that needs to be met? Is this some type of UI math error since things are being calculated on fractional percentages?

This character didn't actually max out the Mages guild quest line, I think I paid for the second character upgrade long ago, so maybe the two are linked somehow?

    You mention you didn't max the mages guild quest line. There are 4 books associated with the quest line that are unique and only drop there. That might be the last few you need to hit the full bonus. I'm seeing the full bonus on all my toons that have all the books collected so I'm just guessing that might be your issue.

    Good thought, but I don't think so. I was imprecise - I did the full quest line, but I didn't max out the guild skill line, I just paid for it with crowns back when I was impatient. I think you can complete the quests at Mages Guild level 5?

    Looking in my journal, I do see those 4 books marked complete under Shalidor's library -> Trial of Eyevea.

    Do you see any missing books in the Shalidor's Library section of the journal? My other thought would be a few missing Cyrodiil exclusive books that are found only there or perhaps a few assorted dungeon specific books. If you can check Shalidor's Library in game, you should be able to google the location of any missing entries.

    However, if your Shalidor's Library is showing as complete and you're still seeing the stats in the pic above, then something is a bit fishy.

    Same issue for me. The library is complete but I have the same numbers: crit is maxed out but 9% and 14% XP.
    PS5 EU.

    I worked through the books with the ESO app & UESP today, ending with Cyro and then the final dungeons... Arx Corinium was the last one I picked up, the book is actually sitting near the end of the dungeon & requires a bit of effort solo. Or maybe it was the one that only exists inside a Cyro delve on the far side of the map, I had to run back in to grab that.

    Sounds like this might be a real bug - though as a person who writes code for a living, I'm guessing it's a misplaced floor(number) that never quite reaches 10.0, or some similar math display issue. I'm ok with getting 9.99% AP boost, but it would be nicer to see a 10.

    I have been able to max it without issues on PC since High Isle release.

    I can confirm this bug is seen on PS.

    I have systematically collected all the books, including the Blessed Crucible.

    When I check per zone info, I have all Shalidors library.
    When I check journal-Lore Library, it shows as Shalidors library completed

    Yet inspiration stays at 9%, not the promised 10%

    I know of multiple other players that are seeing the same thing.

    I have several characters with 100% Shalidors Library complete and they all show 10%/15% bonuses for Mora's whispers.

    All books manually collected. Xbox EU.

    I have this bug currently on PS NA, I just completed shalidor's library and I'm sitting at 9%, not the full stats. Any update on a bug fix?

    That looks like you’re missing a book, then. Do you have all of Shalidor’s Library collected?

    ETA: Those numbers are correct for 286-288 books collected. There are 297 in total. You should see your crit rating go up as follows:

    286 - 1466
    289 - 1482
    292 - 1497
    295 - 1512
    297 - 1528 (along with the percentages going up to 10% skill lines and 15% monster kill on this last book)
