If you are going to introduce a set like Rage of the Ursauk then change Empower again so that it gives something like 20% increased damage to Heavy Attacks against other players. Otherwise this set is for PvE only. I get that one shot builds in PvP using Empower were a problem but instead of making Empower do nothing in PvP, just dial down the damage multiplier from 1.8 to 1.2 or 1.25 when the target is another player. Making Empower a PvE-only skill was never the right answer.
But yeah ZOS...Cloak is the problem.

    Agreed heavy attack builds need a buff in PvP. They were overnerfed and are now underperforming by a wide margin.

    The Tri Focus bug also needs to be fixed so Battle Spirit applies to players when the source damage is a monster.

    heavy attack builds should not exist in pvp in a current state.

    for me personally, due to childhood spent in the best mmorpg in the world (korean one, 2003 release year, too outdated combat-wise, but still unbeaten content-wise, mechanics-wise and still the most popular in my country), "heavy attack build" is nothing but a bow build (and maybe melees), i mean only physical builds should rely on raw power, while mag classes should rely exclusively on spells, which should be increased in damage. this will create a build diversity, when mag classes will build into sustain, and phys builds who decide to play heavy attacks will have more raw damage but limited sustain when it comes to healing and etc.

    to make it possible, all heavy attacks must be reworked (increase regen and reduce damage of lightning/resto, while reduce regen and increase damage of all other heavies) and all sets related to heavy attacks must be changed to work differently in pvp, like "reduces skill damage by X% but increases heavy attack damage against players by 2X%", and maybe other sets should include heavy attack modifiers, like order's wrath/gourmand should give double the chance/power of criticals to heavy attacks (also bow passive, since i see bow build as primary for heavies, can be reworked into increasing damage of consequent heavy attacks aswell).

    if not something like this, i see no place for heavy attack builds in this game at all. in both pvp and pve.
