I need to find the Ayleid King. I'm at the questmarker by the Library of Dusk Wayshrine towards the SE but there isn't anything here to follow or do.
I tried relogging, but still couldn't find anything and I tried abandoning the quest and picking it back up but it just brought me back here and there's nothing at all.

It's still glitched.
Support got in touch with me to let me know it's a known bug and they're working on a fix...I checked our scrolls for the list of current issues and it appears this quest is on a list of known bugs. At this time we are actively researching a work around and hope to have it permanently fixed shortly.0
