e.g. i hate playing melee builds, which means i will never want to master 99% of the builds in the game. the rest 1% of builds is way too scarce "choice" for me.
there are many people that dont want to play existing classes due to inconvenient skill mechanics (hi nb's bow proc) or simply visuals (that ugly sorc's lightning form)
New is good.
Maintaining old is good.
Both things are possible in a properly resourced studio.

u are wrong again:
1. there are no ranged builds in the game that can compete in pvp without struggling except for a frost warden, the game balance is built around "be melee or be an easy frag for melee"
2. dk is the easiest class in the game, just spam all the buttons and u are unkillable machine with insane dmg, while sorc is the weakest class, therefore the hardest to play, not even mentioning that sorc is designed to be mobile, and that always requires the highest apm. btw i dont care about dps and dont even do pve outside of rnd.
3. ur last phrase means that there is no any game in the world for anyone, coz all the people, even those who play 24/7 for years and have all classes and everything, usually spend 90%+ of the time on one favorite character and/or do one specific activity
sure, agree, new class is welcome, but problem is when u do this for the people that don't even play other things.
"i want new weapon, i want spears" says the player that has only two weapon skill lines to 50. Now u don't add a new weapon for this guy, u know.

how can u be THAT irrational? why would that player level up skill lines if he knows that he will never use it? to waste time? yeah, sure man, go get 3-5 new degrees irl, waste 20 years for it, knowing u will never use any gained knowledge. sounds fun? u must master everything in the world, right?
What do you mean? what beta classes? all works just fine.

we still have to test and update current classes. PTS cycle will come and just imagine the amount of balance issues and bugs that there will be needed to be dealt with.
warden and necro are still in beta and still need tests and adjustments. Base game classes still need overhaul and upgrade.

this was not needed. I understand it's popular demand, but these "popular demand" players that ask for "new" stuff, forget some things: they don't master current stuff, they don't master current classes, but want more. If they want something new, just try a different weapon or a different morph, etc.

why not instead make current classes not "boring" (as others see them, personally i still find them engaging even after 10k hours of eso) and fixed rather than adding one more ingredient to the bucket.
