Well, hopefully they thought that far ahead this time. The zones are self contained units and my guess is that unless someone points this out during an early planning meeting, this sort of stuff gets overlooked.

Yeah. Its clearly an important element to many people. Tamriel is *the main character* after all, and as this thread (and the many previous over the years) demonstrate, this is important to your players to get right.
As for linking the zones. They could put a gate in Bal Foyen near the Dhalmora wayshrine. That is actually a logical and accessible spot if the zones connect.
Deshaan is a problem, though. It was not designed to have a high traffic road to the east, so any link would have to follow a water path. Not a problem for me, but it is clear that commerce and travel to the east follows the water route that leads to the sea east of Silent Mire.

Agreed, it doesn't seem like this new zone can be linked up to Deshaan that well with the current layout. Maybe best to wait for Thornmarsh to have a zone that connects up to eastern Deshaan.
