I see a bunch of new posts in the announcement section but it looks like the thread about improving PvP and the code reworking to improve performance thread has disappeared.
What happened? Does this mean that the code rewrite to improve PvP performance isn't happening now?

Yes, and barely even mentioned in the 2023 road map.
It's the best part of the game for many of us, and so neglected. People leaving Cyrodiil for good on a daily basis due to the unfixed bugs and poor performance. A real shame.3
