Which I'm guessing by now was given a free name change token.

Why would it? It doesn't break any rules that I know of.

I belong to an ESO group on Facebook, and someone in the group claimed to be the guy that had that name, and they stated that they did indeed get a name change forced on them because it was offensive,

That really irks me. That is the most clever creative name I've ever seen and was not the least bit offensive.

It is sexual innuendo though, and they do frown upon that, at least with player names. But, if it's something in game that the npc's do it's fine. It's a double standard, but it is what it is, and it's their game.

It's not a sexual innuendo. It's a medical dysfunction. It's no worse than if someone named themselves Can't-See-Without-Glasses.
And what about the Lusty Argonian Maid's name "Lifts-Her-Tail"? That is WAY more sexual than Ereptile Dysfunction. Players should be held to the same standards that are seen in game.

That's it though, that's what I'm saying. They can do it, but we can't.

And that is wrong.
@ZOS_Kevin If a name like Lifts-Her-Tail from the Lusty Argonian Maid (which is all sexual innuendos) is acceptable why is an Argonian character named Ereptile Dysfunction considered offensive?
