Replay a quest? (spoilers)

Looks like I did something before within a quest on bleackrock isle and now that former starter zone is in chaos with enemies invaded and stays just like that. I havent able to find the quest in my log book so I take it I did completed it or perhaps failed? I do not even remember it is been a while. so can I replay entire starter zone questline? Like helping sergeant and her captain to save villagers from isle, from invaders?
Problem is I have no one at Davons Watch Graveyard, normally Reyne and her captain is there to mourn NPCs I didn't save BUT now I have no one there not even a corpse on stone.
What happened to my bleakrock isle questline and how do I replay it? I really do not want to roll a new character.

✭✭✭✭✭You can not really fail quests they will be finished then done.
Bleackrock isle will get invaded its part of the story and not posible to avoid.
Its also not possible to redo an quest except canceling it before the end and start again.
Or creating an extra character.
