I've said over and over... they will NEVER add a class change token unless it cost $300 or more... because that's what they'd be losing 'per character' that people spend on upgrading and leveling a new character. Do you not see the long list of 'upgrades' in the store... imagine if just spending $30 on a class change token all of that upgrade spending could be avoided; ZOS will never add features that cause them to lose money.
Not necessarily true though. Many players are already at the 18 character cap. And player who aren't are likely players who weren't going to pay for extra character slots, or even use the free extra ones, to begin with.
But me, someone who has had my main since 2016 when I first got the game. And had necros existed then, I would have chosen that over sorc. But I have zero intention of grinding the plans and motifs to make a Necro my main. 7 years of learning plans and motifs on one character is not a worthwhile thing to do again to shift my main.
But s class change would allow me to do so. And I'd still play my other 17 characters in PVP content or as tanks/healers in PVE like I already do. Just the character I complete every piece of content on would shift to a different class.
Why do you need feel the need to make another class your main? you don't have to do everything again your original main character is not going anywhere, you can log back into it as anytime your progress hasn't just vanished.
All I do on my alts is level them to 50 and get them combat ready and able to do daily writs and with the armoury you need fewer skill points than ever before, you can just have a crafting set up and combat set up saved with the 2 free slots.
My main issue with the class change tokens is, especially for people that have only stuck to the one class is what if you hate the class you have changed too? do you badger customer support to change you back or spend more money to try one of the other classes, how many crowns will you go through before you find the class you like or end up back where you were originally?
As someone who has at least 1 of each class levelled up, I still prefer my original main that I chose first over any of the other classes available. At the bare minimum if they ever add class change tokens I would suggest people use the template characters on the PTS to find out whether they actually like one of the other classes before making the change.

The problem is that class change tokens would mean there would be a FOTM class, so those who chose to play a different class would find themselves being kicked from groups (or simply not recruited) if they weren't willing to use a token to switch to the "right" class. There's also a danger that once tokens became a source of revenue they would be seen as driving frequent changes to the classes. Finally, there's the "be careful what you wish for" reason for opposing such a proposal. Precedent with both skill lines and achievements suggest that these sorts of ideas are not always implemented in the way that those who want them, or those who think they're just optional so they won't bother them, are imagining they will be.

Titles/achievements - check
Cosmetics/styles - check
Pretty much the only exception is crafting motifs, but class doesn't matter for crafting so you can always just go back to your original character if you need something crafted.
