Wrong NPCs end game?

I'm EP, and when I reached Coldharbour and I was rallying the Mages Guild and Fighters Guild members, I was expecting to see some familiar faces (such as Merric, etc.) I was also hoping to see Naryu at the end with me since it was hinted the last time I saw her. Instead I ended up meeting a bunch of new NPCs that all acted like they knew me. I was confused, but just rolled with it.
After beating Molag Bal and being send to Daggerfall for my Vet levels, now I'm meeting all these characters. That has to be a bug, right? I should have seen all those characters in Coldharbour if I was DC, but I saw them as EP. And all the characters I'd helped along the way in Morrowind and Skyrim were not there. Now that I realize this, I'm kind of bummed I didn't get to run into those familiar faces at the end.

✭✭Yes. And some of them are Pact. Bends-Iron, the smith, is Pact but I dont remember where I saw him. The banker is grom Daggerfall and shes annoying.0
