I bought Imperial Edition when I first started and never used the race or mount. I mostly got it so I could play anything I felt like if the desire ever presented itself.
Had an Imperial as my main since whenever they game dropped on console. It's my favorite race but that's mainly for role playing reasons.
Passives wise they used to be trash but when they tweaked every class a few years back we ended up being really good for pvp- especially werewolf. The 6%(?) reduced cost on everything is something unique no one else gets and it's very strong. More health in Cyrodiil is always handy and max stam.... it's not great but at least you get a lot of it.
All of my tanks are Imperials because they all DD as well. When you spend 1300-1500 stamina per second dpsing, then 6% reduction is worth about 180 recovery which is good on top of the 2k stamina. On a tank, being able to save the 6% can be important since you spend resources more often in burst than a level distribution.
I bought the pack with my sub crowns when I first started playing, made a couple Imperial characters, if it had been free I doubt anything would have changed, I still would have made my 2 Imperial characters and spent the sub crowns on something else instead.
Maybe for variety's sake. Never been a big fan of the pseudo-Romans, somehow they manage to be even more boring than the bretons, which is quite the achievement. The racial passives kind of reflect that.
I got the Imperial edition upgrade when I started but not because I wanted to play an Imperial. I got it because it let me have a mount right away and let me change armour into the Imperial style so if I got an ugly drop with good stats I had an alternative. Both of those are irrelevant now - the mount system was changed entirely for Tamriel Unlimited and changing pieces to Imperial style was removed and replaced with the outfit system (which isn't nearly as convenient because you have to go to an outfit station to change it).
I did make my crafter an Imperial so I didn't have to find or buy the motif and I'm still playing him, but without that I probably wouldn't have made an Imperial, they're not a race that's ever really appealed to me.

Before? Sure. I don't really pay attention to racial passives or lore, I pick my character races based on aesthetics. Imps are generic humans, so I'd likely have made one at some point. /shrug
I pre-ordered ESO Imperial Edition back in 2014. And as a huge fan of imps (since...TES 3) i cant imagine my life without em lol
I tried all races but...cant really enjoy em. Dunno why but "it is how it is" xD
I got the Imperials right after I started playing - and oddly, I seem to work better with them, although I do ok with Bretons, Dark Elves, and then Nords.... in that order.
I am running an Imperial stamina based sorcerer, using Resolving Vigor to heal, instead of pets, and he works very well.
I got the pack when the game came out or preorder, I don't remember. I never used it until recently when I race changed my pvp character to imp. I like it.
If they were furry and had tails and were Khajiit...sure!

Come visit Karth's Glitter Box, Khajiit's home. Fully stocked guild hall done in sleek Khajiit stylings, with Grand Master Stations, Transmute, Scribing, Trial Dummies, etc. Also has 2 full bowling alleys, nightclub, and floating maze over Wrothgar.(Pariah's Pinacle)
Of course, I paid for them before so clearly I'd take them for free. Imperials are one out of three of my favourite races of Elder Scrolls and has been for a long time. Love their lore and looks.
Don't care much about passives, but I do like theirs are quite useful for a lot of things. They are also one of the best looking human races in ESO in my opinion.
While I paid for the pack, this game is getting old and since they aren't Pay to Win or anything, I'd be happy if they released the race to everyone at this point.
More humans so... no. Sure they are good for the balance, but true fantasy comes with other races. We're humans in rl enough (and I only say this because most people playing human characters do not differ from their rl selves even in rp) . So - double no. If you truly wish to promote fantasy you should focus on other than human races ( and by that I do not mean the khajit. We've had quite enough cats as it is already). But to not missunderstand my comment, I'd choose a khajit over an imperial any day - and that's saying something from somone with no interest in the khajiti people either. I admire cats - from a distance.
I pre-ordered the game in 2014 just so I could play as an Imperial as they're my favorite out of all of the races of Tamriel. I have 2 of my 8 toons are Imperials as well and I'd have 100% of them as Imperials if racial passives weren't a thing.
