it's usually pretty consistent, don't drag a world boss out of their arena no matter how big or small it is, enemies to a room may be confined to a room, ETC. I believe it needs to stay variable like it is.

This is not the issue. The leash should never be shorter than Snipe, for example. It is especially limited if the path to get between both of the combatants is not straight.

Maybe consider that skill is meant for group content? You shouldn't be able to just cheese mobs without them ever hitting you, this is an MMORPG and the rewards have real value, no decent MMO lets you kite mobs and kill them before they ever have a chance of reaching/hitting you. One shotting a trash mob is one thing, but a purple bordered mob should absolutely be allowed a hit on you.

it would mean not being stuck in combat as long as enemies run across the map, only to stop and turn back. im a big fan of not being stuck in combat.
It may not be a "range" issue of the creatures etc. It could be more of an "invisible zone" type thing that we can't see. The same seems to be true for when we reset treasure map chests and surveys.
Some of them for example you try to run very far in one direction and still the map or survey wont reset. Yet when you run only a few steps in a different direction, sure enough it will.
If you do antiquities, think of the invisible zones like the dig spots. They are all various sizes and shapes. Use that to imagine possibly what the "invisible zones" could be like for each individual creature and their leash distance.
The again I could be totally wrong - but you never know, that's why it's never good to just assume what is true.
