Well...the block issue (although I think that was hotfixed)...the addon issue..things of that sort.
The crashes related to encounter logs and the block bug issues were neither supposed to be fixed this week nor were they.

I disagree with this statement. These issues were never supposed to exist, and therefore leaving them unfixed is not supposed to happen. Nothing is working as intended here.
Several core aspects of the game being broken for over two weeks is inexcusable. And I think players had every right to assume these would be fixed in the earliest incremental.
This belief was strengthened when Rich said "There is an incremental patch scheduled on Monday, November 14th for PC. This incremental has a number of important fixes in it, including the last of the known major crashes affecting PC."
Does he not know about the encounter log crashes? They are very much affecting PC.

Can you please post where ZOS allegedly said this?
So the block bug is fixed internally and will come out ASAP.The good news is these have now all been fixed internally, though there wasn't enough time to get them into Monday's patch. We recognize this news is frustrating but please trust we will get this fix out as soon as we can.
Which means the block bug will be fixed in the next console incremental, which implies it will be in the next PC incremental as well.Below are items that we expect to be an issue on console with today’s update and should be fixed in the next incremental patch:
- Block being interrupted by dodge rolling or bashing
- 3 unobtainable Antiquity Leads, including:
Frog Metal Buckle (only at Blacksmithing Rank 10)
Storm-Weathered Drafting Top
True Way Clay Dials- Game crash associated with hiding followers
Which means the next incremental will come out two weeks from the 14th, or the 28th, unless ZOS can work with Stadia to release an earlier patch.subsequent incremental patches will occur every other week. If an emergency arises, we’ll of course work with Stadia to get a patch published ASAP. So in general, PC incrementals will now occur bi-weekly, but if needed, we can update quickly.
