Apart from the cooldown, and the known bug with Numani-rasi, have you ever had a situation when you did not get rapport for things you normally would?

    Sometimes there is a delay in rapport gain when you take companions to a location they like. This one has to wait, run around a bit before Bastian or Mirri’s rapport is increased at Mages Guild or Clockwork. But that could just be slow internet or the companions being travel weary and jet lagged :D

    Once rapport is maxed you no longer get rapport or the rapport gain notification.
    PC NA(no Steam), PvE, mostly solo

    But I do get rapport from Dolmens :|
