It's sad that after all these years, ZoS are still listening to players who barely test anything on the PTS. Meanwhile, people who actually DO test stuff are being ignored. If that isn't nonsense, I don't know what is. Personally, I think the greatest years of ZoS was when they were listening to players who logged in to PST and actually tested these things. Not just their mere observations and opinions, but actually have numbers to show.

I guess I don't understand the downside of using Ice Staves on wardens? As a Magden main this is all I ever wanted. The passive was largely unimportant before, and now we get a boost for using ice. It didn't really feel right shooting fireballs with a staff when Winter's Revenge was a main DoT skill.

It didn't really feel right shooting fireballs with a staff when Winter's Revenge was a main DoT skill.
I believe some are a bit disappointed that the devs tried to give those who use frost staffs a buff to their viability. I think they feel Magden as a whole was largely ignored in favor of a niche play-style (I know some people were happy with Frost staff being used for tanking).
Edit: This is just my impression of the situation, of course.
Personally, I feel it was a nice gesture from the devs to boost frost damage viability.

But it is true. I don't know many people that actually use the PTS to test. They use it to see the new content so they can blitz through it then complain after it launches that there isn't enough to do. It's the same as with the Diablo 4 Beta. Hardly anybody is looking for bugs or issues. Then those will be the same ppl, like here, that take the to the forums and complain about bugs after it launches.
I remember a time when people actually took getting into a closed beta, or using PTS as actual time to help the game and find actual problems. Now it's all for stream views to be the first to finish content upon release.
I'm surprised anyone still plays on the PTS, the tone for engagement was set with the feedback on the AwA changes earlier in the year, and compounded by the non-existent Q&A on the combat changes since then.
I think most people who play on the PTS nowadays either just want to see the new stuff (new zone, new story, new items, etc.) or they want to see how their characters DPS will change.
But there's also probably a minority of players who log onto PTS who believe their feedback will make a difference.

- Disrespect for progress where progress gets nuke-nerfed after selling OP proc sets.
- Disrespect for Magicka players when skills get nerfed because new Hybrid-Stamina overperforms.
- Disrespect for player PTS feedback where almost all constructive input is ignored.
Former ESO developers also endure repeated disrespect:
- Disrespect for former skillful gameplay replaced by OP proc sets.
- Disrespect for former diversity gameplay replaced by "hybridization" (uniformity).
- Disrespect for former role gameplay replaced by "healing-by-damage-stats" (DD godmode).
- Disrespect for former game balance when Stamina Classes not only rule but dictate PvP.
Each year, when you think it cannot get worse, it does.
In 2022, the ESO combat devs finally destroyed the once great design of ESO.
Play as you want? People now have to play as hybridization and damage-scaling dictate.
ESO nowadays feels much like the Lord-of-the-Rings and Witcher TV series:
The original designs and releases were so great, what could go wrong?
Well, new designers want to tell a "better" story...ignoring why customers LOVED the original.

To be fair, even those players that wanted Frost Mages to be more viable left a good bit of feedback on numerous PTS threads saying that tying a Warden's passive to an Ice Staff would be bad. I don't believe I've read one post that said the current implementation of Piercing Cold was good.
