It can be part of addon, not seperated mod. Do you checked every folder of your all addons? For example, very popular mod "Harvest map" have this folder, you can rename it and still using this and many other mods. I have dozens of them and everything is fine.Never had that library and I started crashing to desktop after yesterday's patch...

Add ons are, were and always will be 'use at your own risk'. Don't make the mistake of thinking Add ons are part of ESO - they're an optional extra that ZOS tries to make not screw up your whole game.

Console users manage to do endeavours and everything else without addons, what addons do you rely on this much that make the game so unplayable in their very temporary absence?

I waited until yesterday afternoon to go to Galen (mainly because it wasn't part of my Witches Festival routine, so I kinda forgot about it until the event was over), and I didn't get any roll-backs. Even when I went there again this morning, before the hotfix maintenance.

Also make sure that new option of hiding pets in town is disabled, because it makes crashes too.
One way is to enable an set of them like half, see if you get problems if not add another group.If you don't want to play without addons and don't want to wait 2 weeks I think it's worth taking the time to enable addons one by one to see which one/s are causing problems, so you only have to keep those ones turned off and can use the others. It might well be only 1 addon that's causing you problems.
Also the 2 week delay isn't because that's how long it takes ZOS to find and fix the problem, it's because they have to go through a certification process for Stadia like they do for consoles.
There is plenty you can blame the company for - blaming them for a 3rd party software confliction is not a sensible option.

Found that alts with lots of survey maps and treasure maps are more affected
