Dreadsail Reef - Reef Guardian Acid Reflux not casting or casting too often

Dreadsail Reef veteran (hardmode)
Reef Guardian's Acid Reflux, at least in hardmode, is inconsistent.
1) A single reef guardian can cast it twice back to back. Shouldn't this skill have a cooldown?

2) sometimes Acid Reflux is cancelled before the cast begins even without a Charge or Replication being involved. I'm not asking for MORE acid refluxes, on the contrary - more consistency.
3) switching aggro while in the middle of an Acid Reflux works some times but others it doesn't switch who it targets at all.
