For the players not having those, you need to create a new 3600 CP template character on PTS. Then you will have access to the Customized Actions.

I would much rather have pet reskins, or skill reskins, than actions like porting or harvesting.

This. We even have perfect skins for sorc pets, such as storm atronach animals introduced with the first crates and Summerset Chapter:
Having a smaller storm atronach senche instead of a scamp would be amazing and lore/class-friendly

It would be really awesome if we could change some skill animations with ones we already have, for example:
Staff pointing to the target (force shock, weakness to element, force siphon) able to be used with destructive touch, or closing arms together (drain power, conjured ward) able to be used with bone armor, and so on.
