Hackwings are descended from the Cliffracer, an equally annoying flying animal. In the 3rd Elder Scrolls game they were everywhere, aggressive, and came at you from almost any angle. ESO has a few of them in Morrowind since the game takes place before St.Jib slaughtered them all.

Oh yes, and he is such a Joy ...... (I really hope all of the sarcasm gets through)
Not only that, but he is butted up against another encounter, so WHEN he knocks you flying, not IF..... you get to have more things jumping on you.

Blocking when you see the red circle will keep them from knocking you down.

I don't know why but I always had problems with cliffracers in Morrowind. I remember one particular quest where you had to find a doorway in the side of a lava channel, go inside ad talk to a mage. When I left there was a line of cliffracers flapping above me, at least six of them... kill one and the next would descend to take it's place.
It's been 20 years... I still have nightmares.
