Just to give y'all an update. At one point last year after Q1/Q2 update it was working as intended.

Fixed an issue where Status Effects that dealt instantaneous damage would remove the caster from stealth, as well as failing to trigger events such as a target being under the effect of a status effect.
It has since then, not been working as intended since Q3 when they made changes to stealth and invisibility and how it works with dots and such (I went through some older clips when Waking Flames was released to confirm this).
Much like you said @MashmalloMan, it is indeed the overcharged status effect that was pulling you out of stealth. However they have fixed this before and should fix this again. It is still frustrating
