There are a lot more NPCs who trigger their advertisements than just this card game one. All the DLC Prequels for example. Some I pick up the quest, if I plan on doing it sometime in the far future. A lot I don't pick up. Sure, I hear them every time I go past them... so what? Nothing triggers Every time you pass it. It triggers the first time after you have logged in for that session, and if you have not picked it up, the next time you go past them, they say nothing. They only trigger every Other time you pass them.

I have being doing crafting in Vivec since 2018 because it's my favourite spot, I will stop because a stupid npc has to endlessy shout about a game of cards for which I have zero interest.
Anyone else has some other great advice?
Pick up the tutorial quest.
Go to Gonfalon Bay Gambling Hall.
Play ToT or as do as Sammy does, which is to click wildly and randomly.
Lose, win, whatever you will still get (mediocre) loot.
Return to Vivec and praise The Three.

Do your crafting writs in Summerset. If you have done the one quest where you save the sea captain, just park outside the crafting area when you log out. If you have the Banker assistant, then you wont miss Vivec.
Or, Rawkla. Or Rivenspire. Or Shadowfen. Or, Hollow City.
