I favor Mournhold in Deshaan.
If you don't agree...Deshame on you! (sorry seemed funny at the time)
The building are amazing and the market and crafting stations are all close by - along with the drop off points.
Undaunted camp nearby. It is a good place.
2nd Place - Cold Harbor - so cool (sorry could not resist).
Seriously - it is slick! And so easy to find herbs!
The rest of you?

I still get lost in Mournhold 7 years into the game...It is a pretty city though. I agree about the Hollow City, it's really nice, if it was in Tamriel with Nirn's sky and all the buildings intact, it would be even nicer. Same for the Imperial City, I think it would be the most beautiful city in the game if it was restored. Come to think of it, Senchal before the fires, and Elinhir before the mages, as well. From an aesthetic point of view I also really like Lillandril, Shimmerene, Skywatch, Davon's Watch, Markarth, and the Brass Fortress. Layout-wise and sentimental-wise I like Raw'lkha, and I'm also fond of Vulkhel Guard and Belkarth because of familiarity.
