Controls not working

Happened a couple of times now. I shrine in from somewhere, and the only buttons that work are the sticks and PS button (using an official dualshock less than a year old). No shoulders, no d-pad, no Options, no big button.

Tried turning the controller off and on. Doesn't help.

Tried mashing buttons like with UI Error. Doesn't work.

Have to turn game off and on as that appears to be the only thing that sorts it.
