The keyword is ring. Rings have hollow center and so the damage portion of Domihaus only procs on the enemies on the edge of the "circle" you see created.

And this is why I try to remind folks how this set works when it shows up in the Golden Vendor.

Domihaus does its damage ON the ring, not inside of it. You can see that in this older pic with training dummies:
