I guess I'll be one to agree with you and say that I also think the amount of speed players can get is pretty ridiculous, in many ways.
First; mounts. These things look like a joke while running. I usually avoid using anything that's not a senche because I think they look the least ridiculous at max mount speed. Also, I realized in Summerset a couple of months ago while going after some misc achievements.... I never really had the chance to appreciate the zone while playing through it. I would apparently run from point A to point B so quick that I just missed out on the scenery haha and yeah, that's partially my own fault; but in any other MMO I would not have had to tell myself "yo, slow it down so you can appreciate the map". And with wayshrines being so common in zones and fast travel readily available, I don't see why such speed is necessary. Except for maybe in Cyrodiil, but other than that.... I think it really takes away from the game.
Second; flat movement speed. I've always said that in ESO, range is a lie haha and it's become even more so as the years have gone by. Players are ridiculously fast (and yes, they do look just as goofy as mounts). With so many gap closers, dodge roll mechanics.... again, I just can't figure out why such speed is necessary haha and you are right, there are plenty of times where all sorts of players die without realizing what happened to them.... but I think this more has to do with the servers and desync rather than speed.... unless max speed is negatively impacting the games ability to keep track of everything and causing desync haha but I'm not the technical expert to say whether or not that is a thing.
I also often get loading screens while running on mount through cities and zones. It's very annoying haha because it's like the game can't keep up with it's own speed. Obviously this could be a personal hardware issue, but ESO is the only game I experience this in and I feel like that's kind of telling.
I think GW2 does a better job with mount and character speed, physics, and animations. You're not slow as can be, but you're also not zipping through the game like Sonic haha if you haven't played it, maybe check it out for a slightly different experience.

Back in Morrowind I once jumped towards Vivec and overshoot, that is the city not the npcThe Elder Scrolls Series is the series where you could get so much athletics and acrobatics you could run incredibly fast and do some insane jumps. More than one video out there of someone jumping straight across all of Morrowind for instance.
The fact ESO lets us increase our speed, and has a speed cap to prevent absolute insanity, is pretty nice tbh.

And then they stand around idle in Belkarth or at the undaunted camps where ever.
