I assume what they meant by purchase is that you will gain a skill point every time you level up, like other games, and you would use that skill point to purchase/obtain the skill or passive. Rather than using real life money/crowns or gold to purchase. For a good build, you need around 120 skill points. With only 64 coming from levelling to 50 I think the problem is more that you have to pick up so many skill points from alternate sources just to afford a basic level of build.
