normal movement speeds still apply while in sneak (i for example have a character which is basically speed capped while in stealth using the ring of the wild hunt)
reduced detection radius does not affect reveal skills like magelight, hunter, or flare, if you are within the radius of those skills, you will be revealed, its not really a huge radius, its like 6 meters around the caster for magelight or hunter, flare is a ground aoe so its in the radius around the center of where it was placed
detection radius is quite a bit different from a "anti-stealth" skill
so for PVE, stealth detection radius is somewhat fixed, its not a perfect circle around the NPC, there is a V shape cone in their "front" that they have a larger detection area, where as on their flank or back, its a much smaller radius, this kind of detection radius is where your stealth eye goes from closed to open when they detect you, and any "reduction" in your detection radius make it much harder for your stealth eye to be opened
with enough stealth detection radius reduction, you can practically stand on top of NPCs without being detected
detection radius in PVP works effectively the same, except for players they have modifiers increasing their detection radius as well as reducing their own detection radius, and they have more of a standard circle of detection radius than an NPC with their V-shaped vision cone on top of the base detection radius, so overall this kind of thing starts to get a lot more tricky to guess if you are not going to be spotted

That clears up a whole lot! Alright so I had two more questions. Why do people in pvp like to heavy attack out of sneak first as opposed to using an ability? And to get the sneak attack bonus, you have to be crouched regardless of using cloak and attacking from the flank or behind correct?
