Noble Duelist's Silks buff not proccing on Dragons

As the title says, this buff isn't proccing on Dragons at all despite a character wearing the 5-piece meeting the melee range requirement for other skills.

✭✭✭✭Some world bosses like the Dwarven beetle in Arkthzand Caverns are hard to hit because their hit box is only the thorax and not the head or legs.
A real pain for melee characters, needs to be fixed.
Perhaps this is what you are encountering.
