The Final Assault - Unable to re-obtain quest.

Hello!
I had to leave the quest area in the middle of playing through "The Final Assault" and figured it was no big deal at the time. When I attempted to resume playing I discovered I could not return to the quest area once I left. At which point I dropped the quest to reset it and realized I could not locate the quest giver anywhere.
The unfortunate side effect of this is being unable to complete the main story and access VR areas.

I sure have. I've backtracked all the way to the locked gate past the Fighter's Guild (which I cannot enter). I don't see the quest marker, or even Vanus appear in any of the spots I can access past the Reaver Citadel Wayshrine until that locked gate, through the breach in the wall and past the Fighter's Guild.
It really appears the NPC simply is no longer there.

Juponen✭✭✭Ok, my memory of the Reaver Citadel is hazy at best so forgive if I do beat a dead horse, but... there are two locked gates, lower and upper.
I retook the same quest you retook because of the Library Fires mess. I also thought at first that I could not get back to the questgiver as the upper gate was locked...only, like the lower gate, it could be bypassed by a breach in the wall. The questgiver was at the "forcefield" gate up the stairs.1 -
