My understanding from my data and that of others I've talked to is that there is likely no cooldown. You can definitely get more than one per day, even on the same toon. There is a possibility that there may be a soft cooldown where your first drop is much easier than subsequent drops that day, but I haven't seen any real proof of that yet.

So we both have anecdotal evidence, and neither of which would actually be pertinent to the point raised in my OP. Thanks for your input though.

What point have you raised in your OP? You merely presented facts but nothing else. Why is the way EU handles things a problem? What makes the NA way better? The way I see it the NA way is setting up outrageous moon prices, way above the actual value, to give items the appearance of scarecity when they really aren't that rare at all. The fact that the NA way cannot compete on the EU market (hence why you complain about nobody being able to profit) just shows that the EU way is more competitive and better according to free market principles. Assuming EU sellers aren't making a real loss (not loss of potential profit), all this means is that the EU market is a far more accelerated version of the NA market, at least the way you described them.
I propose EU gets to be the buff doge instead and NA will be cheems.

The free market is a pretty bogus concept in the real world, and perhaps even more so in ESO.
