New Dark cloak from week 5

I've now tested the new dark cloak on pts for a bit and the results are disappointing.
Long story short it was only healing me for 808 tics at low health (take the crit heal with a grain of salt as I was in a full crit setup which increases it by a quite a bit)
I cannot understand why zos would change a skill to be so niche like this. I don't think anyone or at least very little people on live complain about how strong of a heal dark cloak is. The current version of it on pts makes it not worth a bar slot for pvp.

✭✭✭✭✭They essentially turned an average but unique class skill into something nobody but immortal PvP block tanks will run.
It’s an exercise in futility to try and figure out the “why” behind most of these changes.1 -

The weirdest thing is that they blamed pvpers for complaining about this skill. But literally no pvpers ever use this skill because it was trash before and are utterly useless now in pvp.
Too bad they had to destroy a nice tank skill for pve for no logical reason.3 -

Most PvE tanks collect adds, position themselves dynamically to keep the boss’s attention, and don’t stand in red.
I suppose this skill would make an immobile PvE tank last a couple seconds longer before death.

Not many tanks will risk letting their health drop below 50% before healing.3
