I wanted to bring some attention to the following changes and supporting commentary from the developers:
"Shadow Cloak
Dark Cloak (morph): This morph now heals for 11-14% of your missing health, down from 17-20%.

Keep in mind that while this number may seem high, as the ability and other sources heal you it naturally diminishes in power, making it much better to use when you are below 50% Health."
"Shadow Cloak
Dark Cloak (morph):
This morph once again heals for Max Health per tick, rather than missing health.
Reduced the base healing by approximately 42% compared to the live version.
This morph has a new added functionality where the Heal over Time is increased by 150% when not moving.

The reason this morph has been iterated on so many times is due to the difficulty in finding a sweet spot where it feels powerful enough for specific builds (primarily tanks in PvE encounters) without being too dominant/enabling in other areas (primarily PvP encounters). By finding a solution that is not as synergistic with some of the classes’ main advantages in PvP encounters, while empowering the enforced playstyle for the builds it is meant to help in PvE, we think the new iteration will finally reach a point where it can settle (aside from potentially adjusting the simple numbers) and see less swings in design."
Based on the commentary and changes provided, it seems developers have determined that for some reason this ability is an issue in Damage builds in PvP but don't want it to impact Tank gameplay.
I don't know if their concerns are valid but my suggestion is to simply have this ability scale with tanking stats to keep it viable for tanking rather than exposing this to further adjustments. Having this scale with health and resistances would mean tanks running it would be able to keep using it the way they have and damage builds that want to run it in the same way would need to sacrifice damage stats or run Pariah to do so.
How do people feel about the change? Do you like this suggestion or have one of your own?
This might be the time to put it out for the developers to see since they are obviously looking at this change now.
