if you want to close the gap, you have to do something about potions

I think there difinitelly should be potions, that able to restore stamina, while in same time providing major sorcery. And visa versa. Or both effects should be simplified to one as ts said. Splitting skills between two pools is ok, but sometimes you need another resource. For example if you will use stamina finisher in magicka rotation on vampire, spamming bfb :3

My read of this is that you're advocating for hybrid potions? If so, I think that would be a great idea (e.g., having potions that give Major Brutality and restore Magicka, etc.). Also--if ZOS had used this PTS to finish up hybridization (something they actually needed to fix) then maybe we'd be looking forward to a healthier potion economy.

Right now, only a handful of ingredients can be used for DPS/healer potions because only a handful of ingredients grant buffs like Major Sorcery/Brutality, Major Prophecy/Savagery, etc. The scarcity of "useful" ingredients is one of the reasons potions are so expensive. One way ZOS could fix this is by collapsing Major Sorcery/Brutality and Major Prophecy/Savagery into single buffs--and then recoding the corresponding alchemy ingredients to do the same. That, or they could could expand the number of ingredients that give the new, singular damage buffs. Either way, the pool of useful ingredients would expand--which would likely result in a price drop in potions.

TL; DR: If ZOS had taken the necessary steps to finish up hybridizing all buffs (and their corresponding alchemy ingredients), the potion economy probably wouldn't continue to be as big of a mess.

    Edited for typos.
