I was told by ESO support through tickets to also report the bug here, so here we go

Quest Rally Cry is bugged
The NPC Shaza gra-Dasik is stuck in place (we can pull her with werewolves but she goes straight back once the fight is over). We can't talk to her, the only interaction possible is pulling her.
This happens in EU server, PC. It seems to be the same issue that people experienced in 2014. This puts a halt on the major zone story.

Everyone in the zone had that issue, so it's not client-based as the initial ESO support thought.
Everything that was attempted :
- Pulling her with a werewolf
- Pulling her to her own max range to reset her
- Pulling her and taking her spot
- Abandoning the quest and taking it back
- Logging out and on
- Repair client
- Remove add-ons
- Stay out of the zone 15 minutes and come back
- Remove pet (combat and non-combat)
- Dancing around her with 5 other people
- Every combination of the above attempted solution to unstuck her

I have videos of it that have been shared through the support ticket, unfortunately my youtube account being under my name I'm not going to share it publicly. To recreate it you just have to log in, come to Glenumbra and enter the small camp south of Camlorn, you'll be greated by players standing around, asking if the quest is bugged, or still attempting above "solutions".
Most still attempt "solutions" given by ESO support which never work, such as repairing client etc.
