Before last update HA builds has about 95-100k DPS.

If META build makes about 120k damage - HA builds need to be buffed to 110k damage.
Not LA-free builds to 110k damage too.
LA is a free damage. We can - do not nerf it at all !
It will need to much changes to sets and skills !
We can just add free damage if you DO NOT USE IT !!!
As example if you did not use LA, skill that was cast after skill get some more % damage !
The same for HA it can buff all your damage for some ammount after cast for a short time.
If HA damage is about 90k, than this ammount is about 15% for lightning staves.
If LA+skill do about 120k damage, than - than with out it it do about 100k, so not doing LA needs to buff next attack for 10% as example.
Dots and other skills need no change at all - just make it like it is on live now, the same for all skills and etc.
Top DPS players will get nothing from it, but players who lose LA or do not use it - will get some damage buff if mistake or do not use LA, so their damage will go UP, and difference will be less with top DPS players !
The same time, you can rework set Z'en to change 1 sustained bonus on it on SPD/wpd or crit and make it work with HA too.
So no one lose anything.
Undaunted infiltrator can be remade the same way - to buff set !
Stamina bones => to spd/wpd and 900 add to HA and LA like it is on Inphelible aether. And buff all players near you damage or SPD and WPD on some ammount ! As example 200-300wpd/spd
Undaunted unweawer - the same but mana => changes on critical chance, adds 900 to HA and LA damage, on fully charged HA gives 200-300 stamina/mana/hp recovery.
Noble dualist - as example:
Gives 1200 to la and ha in melee range get buff to all players melee damage 5%.
And to counter it in PVP just make protective stars from direct damage little more powerfull. May be add star against HA.
