I have a good solution, pls listen to it - to not nerf players and solve the problem.

Before last update HA builds has about 95-100k DPS.
And 90k in Z'en

Last update our DPS drop to 90-95k
87k in Z'en

If META build makes about 120k damage - HA builds need to be buffed to 110k damage.

Not LA-free builds to 110k damage too.

LA is a free damage. We can - do not nerf it at all !

It will need to much changes to sets and skills !

We can just add free damage if you DO NOT USE IT !!!

As example if you did not use LA, skill that was cast after skill get some more % damage !

The same for HA it can buff all your damage for some ammount after cast for a short time.

If HA damage is about 90k, than this ammount is about 15% for lightning staves.

If LA+skill do about 120k damage, than - than with out it it do about 100k, so not doing LA needs to buff next attack for 10% as example.

Dots and other skills need no change at all - just make it like it is on live now, the same for all skills and etc.

Top DPS players will get nothing from it, but players who lose LA or do not use it - will get some damage buff if mistake or do not use LA, so their damage will go UP, and difference will be less with top DPS players !

The same time, you can rework set Z'en to change 1 sustained bonus on it on SPD/wpd or crit and make it work with HA too.

So no one lose anything.

Undaunted infiltrator can be remade the same way - to buff set !

Stamina bones => to spd/wpd and 900 add to HA and LA like it is on Inphelible aether. And buff all players near you damage or SPD and WPD on some ammount ! As example 200-300wpd/spd

Undaunted unweawer - the same but mana => changes on critical chance, adds 900 to HA and LA damage, on fully charged HA gives 200-300 stamina/mana/hp recovery.

Noble dualist - as example:
Gives 1200 to la and ha in melee range get buff to all players melee damage 5%.

And to counter it in PVP just make protective stars from direct damage little more powerfull. May be add star against HA.

    Buff heavy attacks on live by like 8% (which will get halved by battle spirit) and make the sets and CP pve only. They already have that distinction with buffs like slayer/Aegis, and cp like preparation.

    By the way a lot of PVP builds use HA, so sets like sergant and combo : unbalanced->ha=> heavy hitting skill-> finisher is not really some thing new.

    And ewen with out HA powering sets a lot of the same working builds is possible to do. So remove HA from PVP is not even an option as i think )

    No I am not saying remove heavy attack from pvp. I am saying leave it mostly as is, with just a slight base game damage boost.

    I do not like concept of PVE only sets and that sets only work in PVE or PVP, but if make impossible to use more than 1 HA set per player in both PVE and PVP it can be good change - because in pvp it will be to much damage in pve some RLs will force players to use it.

    And make upper limit, that HA can not strike more than some ammount as example 20k to player - to prevent 1 shot builds as example.

    Because sets like torug pact as example works the same way - so it is no real difference will it be proc set or HA set on player ) Damage in PVP is near the same HA just do it AOE.

    Just as example my HA current PVP build do not use HA sets at all - it is 2 proc sets, i have more damage on them.

    I use savaj vervolw + new set on status effect, to put a lot of debuffs and get a lot of penetration from CP star.

    HA is only source to land not avoidable damage to proc sets and effects.

    If even HA will change - some other not avoidable source of damage will be used ) And the same proc sets.

    So for HA build is not really important what we do ) We need some anevoidable attack.

    It can be some skill and a lot of regen + proc sets or HA and proc sets, or HA and HA sets. It works always the same ))

    But HA looks much more cool ! )))
