When I was new I barely ever used light or heavy attacks. The main thing the tutorial - and the ingame build guidance for each class - teaches you is putting your skills on your bar and using them, so... not sure where this "new players just spam basic attacks" thing is coming from if I'm honest. I see it rarely in pugs - and usually it seems more to be a lazy DD rather than one who genuinely doesn't know that those skills on their bar are for using - though that's obviously just my own experience.
When I was in a newbie-teaching guild for players looking to get into dungeons & normal trials for the first time back in 2017, one of the first things I was taught is that weaving increases my damage output because basic attacks are on a different GCD to slotted skills. This is something that should be incorporated in an easy-to-understand way in the gameplay tutorial as well.

They are also usually at max distance from the boss rather than stacked with everyone else which means that your heals don't reach them either.

Probably from Skyrim and TES games where you're a stealth archer just shooting mobs everywhere you go.

I 100% played ESO just like Skyrim for at least the first few months, NGL.
