No CP, Found Gear, Found Food / Pots
Been playing ESO on and off since beta (8 years ago!). I primarily play DPS characters and I consider myself a mid-tier player, I have a little over 1100CP. I only do PvE stuff just short of trials. I decided to try and level a toon on PTS to see what it would be like for a "new" player with these changes since the skill gap is a motivating factor here. So I made a High Elf MagSorc, didn't apply any of my CP points and only used gear / consumables found or provided by leveling. After my experience I'm not convinced these changes are good for new or low-skill players.
TLDR; DOTs aren't worth the magicka cost or set up time for low level characters when they deal such negligible damage.

My rotation would basically be Familiar > LA > Soul Trap > LA > Wall of Elements > LA > Shard, LA, Shard, LA, Shard > Fury. Nothing complicated but I did light attack weave because that is effected in the update. Immediately I could tell the DOTs were doing very little damage. When you're so low level and you have no passives boosting your damage, your DOTs are almost imperceptible. Their only real use is proccing other abilities and effects.
The time it would take me to lay down three DOTs and light attack weave just wasn't worth the damage output vs the magicka / time cost. It was much more useful for me to spend that on spammables like Shard and Fury. Then, by the time combat was over my DOTs still easily had 10+ seconds of duration left and I'd be moving on to the next fight while they ticked away at nothing. This was especially weird for my Familiar because combat would end and it would still be pulsing while I'm running around a zone. It even aggro'ed mobs unintentionally if it got too close to them because it would damage the mob! I wished it would stop pulsing when combat ended.
The reality is that you're just not in combat long enough for the new durations to be worth it, event at a low level. And if you are in a long fight, the reduced damage just doesn't deliver. And because of that you have to make up the damage elsewhere so light attack weaving is more important than ever. Finding damage that doesn't cost magicka is a must when you're burning through resources with spammables.

The time and cost of those abilities was not worth a mere quarter when I have spammables that could have gotten the job done quicker. The damage reduction was way too much to be useful even at this level of play.
