Heavy attack builds loose 50-60% of damage in content. most other builds are loosing 30-40% without changing skills. if you optimize you can loose as little as 20-30%
but its HPS thats really effected. previously you could heal 12 people over 2s via 6 and 6 now its 6 targets every 2s. people are just going to dot out cuz they got tick skipped and just die. which will create animosity

Don't forget you're losing more than you think, assuming you're using the 21mil dummy, since they added a bunch of buffs to it on the PTS. (Not that it didn't need them added, but it's very convenient timing)
