They're screwed.
Like, there isn't even much room for another interpretation. Oh, and Necros actually soaked an additional nerf to Rapid Rot. Because taking out one of their major themes at the knees wasn't enough, their passive that buffed DoTs needed to be nerfed as well.
This is going to hurt top end DPS, but it won't be debilitating. If you're a new player, DK is about to become a noobtrap.

I just went on the PTS with my necro and couldn't even test. The animation is so messed up. My character's arms flail around and the sounds don't match the animation. My poor khajiit looks like she's drunk - slow and flailing at the target dummy. I at least wanted to see how bad the damage was going to be but I can't even do that.

I tested my DK. Now, to be fair, I'm a NB main, DK is not my main spec... but my DPS was half what it is on live. Half.
I would love to use my spammable more often but I'd also like to see the changes on PTS first, might change my mind.

Coming back to this, it depends I think. On one dps it wasn't really noticeable, on another it made my rotation very, very boring to parse with. In content, I'm so used to the previous lengths that I catch myself casting too early so all I see is that I'm running out of magicka. Longer uptimes could be nice but this is a bit too long. The standardization of lengths is really useful though.
