Ground DoT’s- Winter’s Revenge

Every Ground DoT has 33% Increased Damage per tick. Except Winter’s Revenge which has 33% Reduced.
Any explanation on this?
What was supposed to be the most powerful ground AoE DoT is now the weakest ground AoE DoT.
Also, way to go to completely kill Frost DD. Winter’s Revenge was a huge part of a Frost DD Damage. It was critical to the build. Now I’m worried I’ll be barely able to scrape the minimum DPS parses on my Frost DD that guilds ask for in Vet content.

Arctic blast is viable now i guess but it's not enough to save frostden. Sustaining is incredibly hard with the nerfs and when trying to use blast

I am at a loss. I wonder if the balance devs simply look at individual skills and say ‘that’s too strong nerf’ without looking at the class as a whole. I can see 0 reason why Winter’s Revenge received a nerf when Graveyard and Lightning Splash got a buff.
I think it’s to make sure the all deal comparable damage…. But this further removes class identity and dilutes any feeling of uniqueness.

✭I don’t think people realise how much this one skill has been nerfed.
Live it is 1 tick every second for 12 Seconds.
If you do 2k per tick, this equates to 24k over whole duration.
On PTS, it is 1 tick every 2 seconds for 20 seconds.
This equates to 20k. A 4k nerf, but wait, it is also 33% reduced damage per tick.
So total would now be 13,400.
So a loss of 6600 damage over its duration.
Total DPS per second in PTS in comparison would be:
Live: 2k per second.
PTS: 670 per second.
That is not a 33% damage nerf, it is a 67% DPS nerf on this skill.
Then take PvP into account for a further 50% damage reduction.

I doubt it is copy paste, some other ground DoT’s got a 33% damage per tick increase.0 -

Can confirm it appears to be every 2 seconds on PTS.PC/NA Dungeoneer (Tank/DPS/Heal), Trialist (DPS/Tank/Heal), and amateur Battlegrounder (DPS) with a passion for The Elder Scrolls lore- CP 2000+
