I think there’s also a rank system in rubedite based on your tribute level. I leveled up by winning a ranked match and went from top 50 to rank 300+. This mean that more rubedite players could be hiding in lower/higher tribute levels from yours.

I haven't even finished the tournament quests against the NPCs.

so i think theres a lot of other factors going into this not being taken into account
High Isle has only been out for a few weeks, you can't expect a huge majority of players to be charging headlong into ranked matches. A lot of people weren't too interested in Tribute from the polls that were held after it was revealed; most people are probably doing the story and other quests, farming for Motif chapters, chasing Mythics, leveling the new Companions, and so on. Plus we have the Zenithar event starting in a few days, so people will have other things to keep them distracted from ranked matches.
And even if the number of players doing ranked matches stays low, I don't really see the problem. Just because a lot of people aren't doing ranked doesn't mean there aren't a lot of people playing casual. It's not a huge part of the game so it isn't as though there needs to be several hundred thousand people playing.

Again though, you're basing people not liking Tribute on a ranking system that's only been out for a few weeks, along with the new expansion itself. You can't disregard all of those potential circumstances to keep saying the numbers are too low. Imagine any other features and if that many people got involved with it.
Example. Let's make up a fake number. Let's say 50% of people who bought high isle tried one single game or more of tribute. However 0.1% of those 50% made the rubedite rank and leader board.
Now let's say that about any other features that is added.
0.1% of players got a certain mythic. 99.9% ignored getting it? Why add that mythic? Was it worth it? How could it be changed in a way in which more players may want it.
They add a new companion. 50% of the players that bought high isle get the companion but 99.9% never pull the companion out after getting it. 0.1% use it after obtaining it. That would be interestingly low use.
I am well aware of common sense reasons people might not have made the ranking system yet.
They are busy doing the zone
They don't care for cards
They found it boring
They don't have high isle
It's too much of a grind
Too confusing to understand how to progress
They don't pve
They don't PvP
They are busy irl
They have other goals they are focused on
And many more
I understand.
However.
0.1% even with all of those reasons is incredibly low.
If only 0.1% of the community experienced a major content release after almost a month of time elapsed we would ask why so few seen to have done/experienced it.
It's not a bad thing or good thing. It's essentially pointless. I don't even like ToT. It's just interesting so few are at the ranking point yet.

That could be possible. Since 1550 out of millions is either not right or showing a huge lack of interest in the game.
Again though, you're basing people not liking Tribute on a ranking system that's only been out for a few weeks, along with the new expansion itself. It's to early to claim the numbers for ranked matches are too low. If it's still like this a few months from now, then you might have more of a case. But there are simply too many factors that could be preventing people from doing ranked matches right now.
Hell, a lot of people can be playing ranked but losing about as much as they're winning, which will make it take longer for people to hit the leaderboard, especially for the higher ranks that require more points. You can't look at the limited information you have and make accurate claims about numbers.

I don't think it really is that low tbh.
Just looking at the Xbox achievements for the game, and only 4.97% of players did the God of Schemes achievement for the live of the game on Xbox. That is sub 5% of all player who ever had the game and completed the main questline only.
Only 6.62% of players even reached level 50.
I don't find .1% after only a few weeks to be really indicative of much. Especially with all of the things you listed as reasons.

That’s the crazy thing, it was right after I played the match and the match was right after i checked my ranking. I did not log off.

I have yet to see a character name on another player, it is always their account name.

That's also assuming that there isn't some unintended wonkiness happening in either a) the ranking system itself, or b) the visual display for scores and ranks.
My rank says it's like 200ish and doesn't go up or down when I win or lose. And we all know there have been odd things with how the score and rank seem to either be working or be displayed.
