(Mythic Fan idea) Falmer Crown of Frost

Hello! I'm back again to showcase some more fan-made content. I figured I'd take my mythic idea that I'd previously created last year, spice it up a bit, and give it some interesing lore. I've created all 15 antiquties codex entries. And tried to implement some new thought-provoking lore that speculates, and goes into the previously unexplored idea of snow elves coming into contact with stahlrim. so I hope I haven't butchered any lore, but instead, hopefully made some interesting stuff to read. Thanks!

Lead Locations

Cut Stalhrim Stone (Bleakrock Isle - Ore Nodes)
Codex Entries:
Amalien: This is Stalhrim! Always an incredibly rare find! What is more interesting to me, is that it's in the shape of a cut gemstone, A sword pommel perhaps? Ancient Nords did use stalhrim in weapon-crafting and enchanting. This certainly has a powerful frost enchantment on it which makes sense given stalhrim's properties of amplifying frost magic enchantments.

Ugron: you’ll never see a sword pommel in this shape, Amalien, it’s too large and rectangular. This shape makes it look more like the defining gemstone of some kind of jewelry, but I don’t remember the ancient nords of solstheim wasting stalhrim on jewelry, they found it more important to encase their dead with it or to make weapons and armor out of it.

Verita: I certainly don't remember any accounts of nords wasting stahlrim. But the snow elves had a preference for gemstones and jewelry, at least here on the mainland. We don’t know if the snow elves of Solstheim had much access to stalhrim, but it would have absolutely been desirable if they knew it existed. Enough to raid a nordic tomb to get it. Maybe this is repurposed from some nordic tomb?

Moonstone Falmer Circlet (Fort Greenwall - Treasure Chests)
Codex Entries:
Ugron: Hmm, Moonstone is often associated with the Khajiit, but given where this came from, I'd hazard a guess to say that this is elven. Specifically Falmer. Dwarven jewelry isn’t made with moonstone.

Reginus: Moonstone has known deposits in the Reach but it isn’t too common elsewhere in Skyrim, unless the elves traded for it. But from what I know, the falmer mainly communicated with Atmorans and Dwarves.

Ugron: Given that it’s of falmer origin, I wonder what its purpose was? This isn’t the complete circlet. Parts have clearly been broken off of it. Moonstone circlets used by priests of Auri-El were often paired with gems such as sapphire or diamond. But this doesn’t strike me as ceremonial, maybe this was intended for war?

Enchanted Crown Fittings (The Scraps - Falmer enemies)
Codex Entries:
Verita: These are silver circlet or crown fittings, no doubt about it, given the shape and size. They have clear evidence of prior connection to the rest of the piece. Look at the back of them. They definitely aren’t practical for a necklace or ring. These are definitely elven too. Falmer.

Ugron: You’re right Verita. bulkier circlets always have fittings like this especially among the elves. However what is unique about these is their shape. These look like they’re made to hold onto very thick gems. Maybe some kind of royalty or high priest used these. But we don’t know much about royalty in Snow Elven society.

Amalien: What if the Snow Prince or one of his relatives wore this? What a relic this would make if that were true! Whoever wore this was probably some big-shot given the size of the gems it would fit. If not royal, then maybe clergy? Rumor has it that some ancient chantry of Auri-El exists far into the Druadach Mountains but I'm probably getting ahead of myself. It's fun to imagine what is still out there waiting to be discovered!

Flawless Sapphire Gem Pair (Hall of the Dead - Reynir The Destroyer)
Codex Entries:
Amalien: These are beautiful gemstones. They must be very old. These must have been fitted into jewelry at some point. There’s a lot of magic in these, They’re freezing! I bet that this was used by one of the five hundred companions given where it was found, what a great find!

Gabrielle: This magic is extremely potent. These stones were intentionally paired together on some kind of apparel as when in close proximity together they significantly lower the temperature of the room, almost to the point where you feel like you’re swimming in the sea of ghosts. This was almost certainly crafted for some offensive application. A frost mage would love these.

Ugron: Frost Mage sounds about right. Stones like these have been discovered in ancient nordic tombs of the companions. Perhaps one of the clever-men used this. However, something about them doesn’t feel nordic, they were never this masterful at jewelry crafting. The way these are cut are indicative of the elves, These may have been looted off of a snow elf after they were slain in battle, and then kept as a trophy.

Quicksilver Metal Clasp (Frostvault - Rizzuk Bonechill)
Codex Entries:
Reginus: Quicksilver? the Ancient Nords never used this material back during the late merethic era. How did this get here? Quicksilver mines weren’t established until at least the late first era.

Verita: That's because the Nords of that time didn’t use Quicksilver. This is Falmer in origin. And masterfully crafted too, I might add. This isn’t surprising though. Elves have always been good at jewelry crafting. This clasp is an ingenious design, but it seems to be made for practicality.

Reginus: Of course! The quicksilver may have been traded for since they had contact with the Dwarves. It makes sense that they may have established trade. I wonder what other things they may have traded. I’d bet the Dwarves would have appreciated access to more furs! It gets cold in those caves, you wouldn’t catch me living in a place like that.

Gameplay Goals

With this mythic item, it's intention is to give frost based dps, also known as brittle dps, a powerful mythic item that synergises fantastically with their existing kit. Currently we have passives and sets that encourage the application of chilled, but all of these sources only require the application of the status effect once every 4 seconds in order to get value out of them the initial damage tick of chilled is also very small. Instead, this idea drives full-force into the idea of applying chilled as much as possible, which further encourages the use of frost damage in the kit in order to get the most out of the mythic along with giving an execute scaling bonus to the chilled status effect to really incentivise it's use. Balancing is hard to do on paper, however, seeing as brittle based dps builds fall behind other dps builds by a solid amount, this type of idea is a fantastic way to power them up.

If ZOS are willing to make alt playstyles possible via mythics (oakensoul one bar shenanigans), then this is something I can definitely get behind.

If people want to play full frost builds, it'd be great for them to do so without gimping themselves.

    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

They've been doing a lot of base mechanic ones. Stuff like Sprinting, roll dodging, light attacks. We still are probably going to get a sneak and bash mythic. But i think they should be making mythics more like the shapeshifter's chain. That caters towards specific builds. I also think they should do that sort of thing with cp.

Chilled proc by itself does little to no damage.

I'd rather make it so Overcharged, Sundered, Chilled, Concussed and Diseased deal no damage, instead the apply 4s Frost damage DoT (akin to Burning). The debuffs from their status effects still apply.

Burning and Poisoned take significant amount of dps for the DK, as well as Hemorrhaging for stamden due for them being dots.

i dislike this for a paticular reason. if you make chilled a DoT status as well at base, that overloads the status effect way too much. however, the reason why i've made the mythic the way it is, is that you'd have true incentive to apply chilled as much as possible, because it wouldn't be a DoT. this means that in order to get the huge power out of the set's status effect buff, you'd need to build into it as a brittle build. if the item set just made chilled as powerful as, say, burning, by making it do damage over time. it would be an awful set. the design i made is much more synergistic with the idea of using as much frost damage as possible.

all of the chilled based buff effects. brittle, glacial presence and frostbite, all have a duration of 4 seconds. so they only incentivise having a good uptime. where as something like the crown would make it neccessary to build a huge amount of chilled application in order to proc it a lot to get the most out of the set, and that would still allow for that uptime as well making frostbite a great paring still.

Not sure how I feel about this. It reminds me of Harpooner's wading kilt, except it completely lacks drawbacks (other than having to use a minimum amount of frost damage). This mythic would probably result in everyone running frost vMA staves on the backbar and frost enchants on their inferno staff front bar with crushing shock as a spammable.
I'm pretty sure inferno staves increase the damage your chilled status effect does simply on account of it being a single target damage instance.
I don't think this mythic will do what you think it does.

I would up the amount of stacks to 10, because that's the magic number for ZOS, and have the 10th stack last 20 seconds and get refreshed whenever you apply chilled. That way you have to commit towards frost damage even more as you otherwise delay your power too much. And rather than giving chilled an execute scaling, I'd increase frost damage when you have max stacks.
As a drawback I suggest a -10% fire damage dealt, just so people don't think about using fire enchants or doing something silly with the charged weapon trait.

This Bosmer was tortured to death. There is nothing left to be done.

it's likely very unbalanced in this iteration, however, i would like to keep the chilled related damage increase effect since that best synergises with existing frost based dps builds, adding even more % frost damage increase adds on top of the 18% we already get from warden+frostbite, and it would be very boring to have another set do that. chilled itself is the answer in my opinion. However, reducing flame damage by 10% sounds like a fine downside.

I think the idea of Mythics opening up alternative styles of play is a great idea over just overbuffing already powerful styles of play.

Using Chilled, to increase Crit chance really ties into the whole Brittle shtick, great job.

I also think new slottable blue cps should focus on these type of builds. And be best in slot for them. Not just comparable.

YES! I would get behind this mythic in a heartbeat! Plus, if they would add the spear of the Snow prince (two handed blade weapon and staff skins), and the ancient falmer armor as an antiquities lead, that'd be freaken awesome!

Not sure how they'd do the spear without it just looking weird. But yeah i think there needs to be more lore about snow elves.
But a big question i want to know is, why didn't they have stalhrim. What's the story there? They could have looted it, so why is there nothing related to this?

At the very least next patches mythics will probably be about base mechanics such as steath and bashing. A lot of the mythics have been about changing that kind of stuff.

I made a class like that a while back. Would be cool for sure. I think we're going to either the telvanni coast or hammerfell next from the hint conversation that popped up
