I do seem to spend a lot of time complaining or pointing out issues that I feel need to be addressed, this is not one of those posts.
In it's current form, the Oakensoul ring seems to be doing exactly what was intended for PVE. Personally, using it will not increase my DPS, but for a lot of people I know who either have a disability, or are more of a casual player, we have seen a significant increase in dps in content.
Hopefully, this should allow those players access to content that have not bee able to participate in previously.
Anyway, I think this did and awesome job helping those people who were struggling, or felt unable to see content, they never expected to be able to do.
ZOS should leave all the buffs on it, and even add all the minor ones for good measure.
Then they should add "This item does not work while Battle Spirit is active" in its tooltip

To put in other words what OP said: it raises the floor, but not the ceiling.
I doubt that's nerf territory.
I'm hoping I'll be able to get it before long - I'm older, my reflexes are slow, my internet sucks, bar swapping isn't possible for me, and the combat is not what I'm really comfortable with.
I haven't even looked at where all the leads are from, as I knew I wasn't going to mess with the one in Murkmire for a long time.
